The vulnerability allows child organization administrators to perform ROOT-level operations—specifically organization deletion—because the permission check validates against the caller's current org context rather than enforcing ROOT-level authorization for privileged operations.

The root cause is what appears to be 'context bleed': the system operates on whichever org context it was accessed through, rather than enforcing that certain privileged operations always validate against ROOT. ORG_ADMIN was designed for local org management but acquired additional semantics (org-management capabilities) without corresponding enforcement discipline at all call sites. Some org management operations already validate against ROOT—proving the distinction was understood—but enforcement was applied selectively rather than systematically.

Defenders should audit their Velociraptor deployments for child orgs that hold ORG_ADMIN permissions, particularly in environments where orgs map to customers, business units, or investigation scopes. The immediate risk is org deletion, but the cascade effects include orphaned hunts, artifact collections, client enrollments, and investigation timelines. In regulated environments using Velociraptor for incident response or compliance logging, org deletion can destroy forensic chain-of-custody evidence—potentially violating retention obligations.

The fix involves adding ROOT checks to permission validation, but the broader question is whether ORG_ADMIN should exist in child orgs at all. Organizations should review whether their deployment assumptions about org boundaries align with the actual permission model, and implement compensating controls like approval workflows for org management operations until the permission model is formally specified.
